王廣發，中共黨員，中國政法大學法學博士，1993年創辦北京法政實業集團有限公司，現任法政集團董事長、北京王府學?？傂ｉL，大連嘉匯教育集團董事長、總校長，三亞城市職業學院校長。
王廣發董事長還是北京市工商聯（商會）副會長、南南合作促進會副會長、東宇全球化智庫基金會副理事長、全球化智庫（CCG）資深副主席、北京環球英才交流促進會會長、中國發展戰略學研究會戰略思維與領導能力專業委員會副主任、中央黨校創新工程高端智庫項目特邀研究員、外交學院董事、中國政法大學董事、清華大學國家治理研究院副理事長、美國北卡羅來納大學教堂山分校終身教授、北京師范大學兼職教授、北京科技大學學生創業導師、海峽兩岸法學交流促進會副理事長、英國 AQA 中國首席顧問、江蘇教育現代化研究院專家咨詢委員會專家、中國教育國際交流協會常務理事、財政部中國總會計師協會原副主席。

Sanya City College (SCC) is a higher education institute offering full-time diploma courses for students nationwide. SCC is approved by the Hainan Provincial Government and the Ministry of Education. The school is located in Sanya city, a beautiful international travel destination renowned as the “Oriental Hawaii”. 學院成立于2001年，是三亞第一所高校，現有財經與文旅系、城建與設計系、信息與服務系、傳媒藝術系，開設旅游類、經濟類、信息類等專業。學院依托北京法政集團的國際教育優勢，創新人才培養模式，打造自主品牌，已逐漸形成旅游與酒店類，信息與數字媒體類及建筑設計、財經、傳媒類等五大專業集群與服務中心，滿足社會發展的高標準，高素質的人才需求。
Sanya City College, founded in 2001, is the first college of higher education in Sanya, Hainan. At present it comprises of four departments: Urban Management and Design Department, Economics and Tourism Department, Information and Services Department, Media and Arts Department. SCC offers majors in such domains as tourism, economics, and information technology. Benefited from the advantages of Beijing Fazheng Group, we are exploring new paths of talent cultivation and thereby establishing our own educational scheme. We have built five independent discipline brands and service centers: Tourism and Hotel Management, Information and Digital Media, Construction Design, Finance and Economics, Media and Communications. This way, SCC can meet the high standards of social development and the demand for talents.
